Project board - https://github.com/alphagov/verify-local-patterns/projects/1 ||||| This is a prototype of some content that will be included in the GOV.UK Service Toolkit about the best practice for councils to deliver two services - parking permits and concessionary travel. The repo also includes a working prototype of both services which follows the guidance, as delivered by the fictional council of Argleton.

As discussed at the workshop and UR analysis sessions, it would be great to add a link to other related council services (e.g. metro ticket) and bus routes that ConTravel entitles you to

Research on "local bus services in England" and local council variations/additional travel concessions.

Northumberland: "Local buses may include some tour buses and any long-distance coach service registered as a local bus service. If in doubt, check with the bus operator." "Residents of Northumberland with a valid concessionary bus pass can purchase a Nexus Gold Card, which allows free off-peak travel on the Metro system. The gold card costs £25 for a year's travel and can be bought from Nexus Travelshops. See the Nexus website for more details." "Holders of older people’s bus passes can also travel before 9am on journeys boarding in Northumberland, if they have a hospital appointment letter proving they need to travel earlier."

Cambridgeshire: "This includes the Cambridge Park & Ride, Guided Busway and the X5 services." "-concessionary bus passes may also be used on certain Dial-A-Ride services to give you a 50% reduction of the fare. Some other local benefits may apply. Please ask your district/city council or Dial-A-Ride scheme for further information -where the only bus serving a settlement departs prior to 9.30am, an exception may be made. Please check with the bus operator or the county council first"

Oxfordshire "An older persons bus pass gives free off-peak (9am to midnight within Oxfordshire) travel on local buses." (NB could be misleading as sounds like just valid in Oxfordshire)

Bucks "Bus passes are valid nationally: anywhere in Buckinghamshire from 9am to 11pm Monday to Friday anywhere in the country from 9.30am to 11.00pm Monday to Friday all day at weekends"

Sunderland "If you are eligible for a National Concessionary Travel Pass and live in Tyne and Wear you can travel on buses for free. Metro journeys are not free of charge but you can avoid paying full fares after 9.30am by buying a Metro Gold Card." "With a CT Pass you can travel: -Free of charge on buses in Tyne and Wear from 9.30am Monday to Friday and all day at weekends and on public holidays. -Free anywhere else in England on local buses, between 9.30am and 11.00pm Monday to Friday and all day at weekends and on public holidays. -For 60p on the Shields Ferry from 9.30am Monday to Friday, all day at weekends and on public holidays. -For 50p on Northern Rail services between Newcastle and Metrocentre/Blaydon, from 9.30am Monday to Friday and all day at weekends and on public holidays." "If you need to travel before 9.30am to get to or from a hospital appointment, and your journey starts in Tyne and Wear, just show your hospital appointment card or letter with your CT Pass when requested."

Camden "The Older Persons Freedom Pass is a travel pass that allows Camden’s older residents free travel within the greater London area. The pass is valid on all London Transport." "The pass can also be used on many other bus services throughout England, as part of the English national concessionary travel scheme (ENCTS)." "More information about the Older Persons Freedom Pass can be obtained from the Freedom Pass website"

What is the definition of a ‘local’ bus? The concession entitles pass holders to free travel on off-peak local bus services in England. Qualifying services will be self-evident in most cases. They don’t usually include sightseeing tours and other tourist related services, or services where the fare includes payment for another service such as car parking in the case of Park-&-Ride. Local authorities have the discretion to enable passes to be used on such services if they wish. If in doubt, check with your bus operator or local authority. 10. What about coach travel? Scheduled coach services are not generally included, even for short journeys. National Express offers a card to people over 60 giving a one-third reduction on most fares. For more information, go to www.nationalexpress.com/waystosave/senior-coachcard.aspx 11. What about ferries, trams and other forms of transport? Other modes such as ferries or trams are outside the national concession, but local authorities retain the ability to offer concessions that go beyond the statutory minimum as an additional benefit to their eligible residents. Such wider concessions are funded from local authorities’ own resources. Generally, any additional concessions a local authority chooses to offer will only be available to eligible residents of that area, unless there are special arrangements with a neighbouring authority. Pass holders can contact their local authority for details.
