Take off calls to action from both prototype page titles #650

EU - our prototype currently states to 'Enter vehicle registration number' - should we remove the word 'enter' as all other calls to action from the page titles as well?

The guidance here says we must be consistent: https://www.gov.uk/service-manual/design/form-structure#structure-your-form-to-help-users So if we stick with 'enter' where we have it, to be consistent this means we must add 'select' to this h1 for example: https://verify-local-patterns.herokuapp.com/service-patterns/parking-permit/example-service/permit-length. So it would be 'Select how long will you need your permit'. We don't tell users they must click or select things, so we don't need to tell them to enter things. A paper form doesn't tell people they need to 'Write your registration number', so a digital form doesn't either

Just to note this will have quite a lot of implications, it's not simply a case of taking the verb off the titles. As this is an online transaction rather than a form (where users expect to write a thing in a box to in response to its label), the sub-headers and in some cases the page titles will need to be more active e.g. phrased as questions, Register to vote being an exemplar https://www.gov.uk/register-to-vote So I'm drafting the new content in a new branch, which will then be processed as a pull request.
