Apply for a resident's parking permit - some copy and formatting changes #731

1 - 'How to apply' should have a heading style 2 - Is it possible to add 'If you need assistance using the online service, contact Northumberland County Council [including a hyperlink to contact email or e-form].' 3 - Costs section needs to reflect the fact that the user in most cases will not get a full 12 month permit. 4 - Other ways to apply section: a - third bullet point start with a lower case b - details underneath 'send your request to' have concessionary bus pass info c - needs a capital 's' on first sentence and the address updated for parking service. d - Suggested copy for second bullet point: "a scanned copy of your proof of car ownership, for example a V5C or insurance document"

Third bullet point: I'm not clear what this means? Please explain.

is this the address - little a a before postcode put example underneath

anything else
