/resident-start Blue Badge holders copy #741

Lizzie's comments: This shouldn't all be a link. Link text should be short. "Click here" is not good practice. Suggested replacement copy:

"Blue Badge holders also need a resident's parking permit, but it's free. You'll be asked to enter your badge number during this application."

Suggest the Blue Badge qualifier comes later in the service, as until payment the journeys are identical. Either that or a) an extra CTA button under Apply for a resident's parking permit, Apply for a resident's parking permit as a Blue Badge holder or b) a check box [ ] I am a Blue Badge holder above the Apply for a resident's parking permit button. @sanjaypoyzer can advise. @joannesouthern are you able to suggest an example reference number for a valid Blue Badge, so we can click through the rest of the journey?
