Update ChartJS 3 #101

Hello,

Additionals use chartjs 2.9.4

Since 10 days, ChartJS have release 3.0.0 and now 3.1.0

It can be useful to migrate to 3.x versions.

Chart.js 2.9 was dropped in main branch. additionals uses chartjs from Redmine, which is 3.7.1 at the moment.
