Add option to make comments private by default #26

When adding a comment to an issue it is possible to make this comment private via a checkbox. It is not possible to have this checkbox set by default.

In my use case comments are used mainly for internal communication that should not be visible to customers. Customers should only be allowed to access issues and belonging public comments. It would be very helpful if comments are private by default as this checkbox tends to be overlooked.
