whenever i try to use this package specifically for reading as org and inserting link it get following error in a buffer

~/.emacs.d/.local/straight/build-29.1/org-web-tools/org-web-tools.el: Warning:
    ‘buffer-substring’ is an obsolete generalized variable.

please address this issue thanks

You should only see that error at compilation time. If you see it every time, you have a configuration problem.
