Change build in order to have terraform and terragrunt version updated #10

Add agrs to DockerFile for terraform and terragrunt versions
Merge ADD and RUN chmod in same layer
Add jq
Remove Dockerfile templating, not needed anymore
change build, in order to :
- having a tag with both terraform and terragrunt version
- having a tag with the latest major version of terraform
- having a tag with the latest terraform version ( latest )
- building all major versions, even if multiples terraform versions are released at the same time
- building if new terragrunt version is released for all terraform major versions
- take terragrunt compatility into account and limit terragrunt version if needed
