update REL definition to use something other than RFC5988/IANA Registry #112

we need better ways to point to definitions of link relation values

right now our spec (https://tools.ietf.org/html/draft-amundsen-richardson-foster-alps-06#section-2.2.12) say REL value MUST be from IANA or MUST then be URI.

this is not sufficient.
