Can't turn on WiFi #30

What steps will reproduce the problem?
1. Installed bcmon.apk on GT-i9100 with CM 9 stable
2. Upgraded to CM 10.1.3 stable
3. Deleted /data /cache and dalvik cache

What is the expected output?
Working wifi. Working monitor mode.

What do you see instead?
When enabling wifi it gets stuck in "Turning on wifi" and eventually fails.
bcmon app is fails to enable monitor mode or restore original fw.

What version of the product are you using? On what operating system?
Latest on CM 9 or CM 10.1.3.

Please provide any additional information below.
Tried flashing stock rom and kernel but the problem remains.
Logcat says "unable to load wifi driver"

the same fail on thé galaxy s2 CM 10.1.3

same problem on SG ACE2 GT-8160  android kitkat 4.4.2 you must reboot it to 
turn wifi on

Same error faced with s2 and CM 10.2 - "Failed to load the driver"

Maybe below log can help:
