error when mouse pointer leaves browser window #4

Use same code as in Issue 3:

http://code.google.com/p/arctic/issues/detail?id=3&can=2&q=

The flash9 debug player whines when the mouse leaves 
the browser window. This is related to makeToolTip()

Error code is 1009.

Works for me using Arctic 0.6.0.
