Also, where did you get the name gtk-doc-tools? Shouldn't it just be gtk-doc?

That's really weird as I edited the file on the github web-editor. I'll pull the branch and have a look. Yes it should be just gtk-doc , gtk-doc-tools is the name of the ubuntu package which contains it :).
