I've asked Lori if she wouldn't mind checking this out using Chrome on her Windows 8.1 touchscreen laptop, and to let us know. Recommend getting feedback from her before accepting, since she can reproduce the original issue.
Lori has confirmed works OK on her touchscreen Windows PC. Was able to use Chrome with both mouse and touchscreen, and was able to use IE with both mouse and touchscreen too.
Should mention I also tested IE, Chrome, Firefox and Safari on a non-touchscreen enabled PC.
Recently, (possibly after a recent Chrome update,) users who have touch screens running Chrome under Windows can no longer works use a mouse to click on the top right menus, although they can still use their touch screens to do so. This is not an issue for Chrome users who do not have touch screens. The problem is due to the top right menus having custom code to handle both touch screen and mouse click events while simultaneously stopping click ghosting.
Rather than properly resolve, since Neil doesn't have a Windows touch screen available in the next few days, it was decided to revert back to only mouse click event. This code reverts back to mouse clicks but only when the browser is Chrome running under Windows.
