[open5gs-dbctl] command-line feature to add an apn #91

As written the open5gs-dbctl update_apn feature only supports dynamic IP addressing, and also had a bug. This feature (a) fixes that bug and (b) provides support for an optional IPv4 address. Syntax keys on the number of arguments, similar to open5gs-dbctl add. Note that the default slice_num is usually 0.
