Idea

Implement sending config data to messengers via polling.

[ ] polling handler
[ ] config entity
[ ] config model
[ ] config conversions
[ ] config validation
[ ] config queries
[ ] config mutations
[ ] config view
[ ] config edit
[ ] add documentation of the polling API

Implementation

Add a separate table so multiple messengers can share a single config.
