AltStore spontaneously quits or session expired with 1.3.1 beta 1 on Win 1907 #233

Background hardware: iPad 3 Cellular on iOS 9.3.6 Windows 10 Pro 1907 running in virtual machine (VM) on VMware Windows 7 Pro SP1 is host to VM

Using AltStore 1.3.1 beta 1 with & without altserverpatcher running inside VM iTunes x64 and iCloud for Windows installed (latest version)

Problems: I have experiencing two separate failures with AltStore trying to side-load Phoenix to my iPad. The problems occur for most side-loading attempts, but once a while (about 1 out 10 tries) it will succeed in side-loading the app. Spent hours trying to troubleshoot but unable to figure out why it fails so frequently and may randomly succeed.

The first failure occurs when AltStore just silently quits after it pops up the message that the app is being side-loaded. No app is installed on my iPad. When I hover over the AltStore icon in the notification area in Windows, the icon just disappears which signifies that the app has quit silently.

The second failure is the "Your session has expired. Please log in. (1100)" error which has been reported previously with older versions of AltStore.

What can I do to fix this? Is it possible that I am encountering these errors because of some kind of throttling on the Apple side or AltStore side because I keep trying to side-load and log in too many times using the same credential? Is it possible that my previous side-loading failures are creating too many signing attempts over a short period of time that they are causing these errors?

I thought I had found a fix by running in compatibility mode (windows 8), but that must have been a fluke success. Having the exact same issue with phoenix.
