Better handle unindexed #187

Handle unindexed Minis better
Ask for search feedback on ~4% of searches
Opt everyone in to searching unapproved Minis if they don't provide a tag
Update creator pages to handle unapproved Minis (closes #127)
Add parser for HTML (for #100, still need to do importing)
