Unicode 12 #7

Updated datafiles to Unicode 12.0.0.

I bumped the version number to 0.5.0 as well.

It looks like docs/conf.py might need to be updated too, but being that it wasn't updated for 0.4.0, I figured I'd leave that up to the maintainers.

Hey, thanks a bunch for this, I've been meaning to do this but hadn't got around to it yet. I will check the changes and push an update soon (within a few days).

The changes looks good, will need to verify them and check the docs :)

Thanks again, I've verified the data files and other changes and release a new version.

I also added some tools and docs for making the next upgrade easier.
