Hangout cannot connect again after being refused #466

@lring @candysidner After the user refuses an incoming call, later attempts in same session to connect (using same link) fail. I don't think it is supposed to work that way. This should be easy to reproduce.

Starting with a fresh system, I waited 5 full minutes after the first refusal, but the attempt to connect still failed. This should be easy to reproduce.

I just reproduced this again. Definitely waited more than 2 minutes.
