I am guessing this has to do with either Hangout or a scriptbuilder plugin, since they are the only ones that use a browser.

I don't know what machine name Carl has, but once you do, there may be more information in the logs (please add links to log files here).

For what it's worth, I saw this pop-up window myself today for the first time. The system was in the Hello state, just as in the screen shot above. The good news is that I answered Yes and the system seems to go on. I am guessing this is related to Hangout, but I didn't check if Hangout still worked.
