Clean up alwayscli repo - preparing for device-agent single executable application

• removed all tests from src directory
• removed examples from src directory
• created github pipeline
• configured to run lint, unit tests and be able to tranbspile
• fix all lint problems
• fix all unit errors
• fix build problems

I did not create new package yet, but I ran the dry run. SO the package creation should be ok

Overall this looks great! I have one comment on the node version. The rest is good to go!
