start-compose.sh takes considerable time to start if no internet (by default) #16

Hello,

I would like to notice if the workstation has not access to the Internet when you run ./start-compose.sh, the pupy shell takes a long time before to be given to the user (few minutes).

If _allow_requests_to_externalservices is set to false in pupy.conf, there is not anymore this problem.

Perhaps _allow_requests_to_externalservices should be set to false by default ?
