Thanks for the report, I'll take a look at it.
Fixed in version 1.4 (including your patched version with built in inputs)
Wow, that was quick. Looks like GBAHawk 1.4 is currently in mid-to-high accuracy on timing here at -241 frames (-4.034 seconds) faster than real console in version 0.4.1 of my patch. For reference, on that patch mGBA in BizHawk 2.9.1 is -1320 frames (-22.1 seconds), NanoBoyAdvance 1.7.1 is -81 frames, and SkyEmu v2 is -69 frames.
(v.0.4.1 is laggier than the unmodified game, but it's easier to cross-compare emulators vs. real-console)

I did a TAS of this game with BizHawk's mGBA core that is about ~17.9 seconds faster than the equivalent inputs would be on real console. I was curious how accurate GBAHawk's timing would be compared to real-console, but unfortunately, this game isn't supported yet.
