I was able to place down circuits in my world normally until I placed a circuit that turned blue, and now every circuit I place does the same thing. I can still place blank circuits down and build on them, but if I pick it up or block-pick it, I can't place it back down again. I don't know if I can use my world anymore.
The only thing I did before this happened was remove Optifine and BetterFPS. I removed them to see if they were the reason that nested circuits weren't working. But I put them back in and the problem is persisting.
On a related note, integrated circuits seem to be totally broken. They are completely unresponsive to input, and they output bizarre signals. This is all in 1.0.4, of course.
[EDIT]: Okay, so I've played around with it more, and this is definitely issue #232. The reason I'm not closing this is because it's the biggest issue I have with the mod right now, and I think it deserves the most attention.
