Have a confidence score on each assessment #84

The teacher should be able to flag an assessment they dont feel 100% certain about.

This can be combined with a general confidence score we generate based on re-algorithms or other factors. E.g. if we ask examinors what the look for.

We talked about using this for flagging task as well. However, when implementing the flag, it seamed weird to mix flagging and consistency score. So the flag became a boolean parameter, not a percentage.
