in some places, the bottom rule doesn't appear or appears without consistent padding.

ok. I'm seeing the rule between 2cols and between 2col and 3 col. and between centered copy and call out.

They're missing between 1 col modules, between 1 cols and 2 col, We can leave them off elsewhere
