Added a debouncer for buttons #10

And another one for debouncing buttons. Could not find anything for this task in the amlib yet. I took the code from: https://github.com/lawrie/blackicemx_nmigen_examples Not sure, whether this is ok, I could not find any license information in that project. Also not sure whether the SPDX license header should be added to the file.
