Make some README files already!

Add them to major subdirectories
Add them to product directories

I wrote some of the required README files, though I'd like to explore a solution to generate partial documentation of the UserAudit and DataAudit apps.

I tried generating some documentation with pdoc3, which worked okay. I also learned that I've been neglecting docstrings. Create a new issue to add docstrings to all the things.
