Changes to Docker to support 16.04 #152

Changes the way Docker will work going forward. It will now pull from the repo rather than pulling source and building. This change is needed to support 16.04. With this change, 14.04 Docker will no longer work.

This also changes support of CUDA from 8.0 to 9.1.
