ecssd_agent url fixed and both agent & conf-file are using version 1.1 #12

ecssd_agent download URL was not existing. Version 1.1 was the latest available so I updated conf-file from 1.0 -> 1.1 to keep agent and config in-sync.

Sorry, there is a version 1.2 (with the cloudwatch events integration), but I forgot to upload the binary. I've uploaded the new version.
