infra: add mock-integration tests

Description of changes:

• Adding mock tests similar to amazon-braket-examples repository
• Disabled parallel testing currently due to conflicts within stdout option and parameters in pytest x-dist
• Uncommented the code in Simon's algorithm notebook that tries to access the Rigetti M-3 device, enabled since we now have mocks.

Testing done: tox -e unit-tests, tox -e integ-tests, tox -e integ-tests-aws, tox, tox -e linters
