Unable to import module 'vmx_packager': No module named 'phonenumbers' #146

I know this vmx2 (delivery to sfcase) is going away in a months time, however scv native vm to sfcase is still flaky (and there isn't a blog/document from sfdc to achieve this. the latest release 10.1 confirmed 10.0 did have some issue with vm)

As for vmx2 delivery to sfcase I am getting the following errors in the vmx packager logs: _[ERROR] Runtime.ImportModuleError: Unable to import module 'vmx_packager': No module named 'phonenumbers'_

Comparing a successful install I did few weeks back it the .py has a date of 2022.03.23, where as current .py has 2022.04.15

reinstall the stack 2 times, error is not there anymore. then I encountered the nasty Winter23 release that toggles all the __c created under Case that I stumbled for days.
