This PR improves the installation instructions.

Add opencv-python as it is needed by nbody_mnist.py. Otherwise, import cv2 will throw an error.
Change python=3.9.12 to python=3.9 so that it can automatically use the latest 3.9
Provide installation instructions for both CUDA 11.6 and 11.7 with corresponding porch versions.

Also we may add python3 -m pip install xarray netcdf4 as they are needed by ICAR-ENSO dataset.

Good to know. I have only tried the nbody_mnist example so far, so I did not know that xarray and netcdf4 were being used. I have added those two.
