What package is missing from Amazon Linux 2023? Please describe and include package name.

Is this an update to existing package or new package request?

Is this package available in Amazon Linux 2? If it is available via external sources such as EPEL, please specify.

From Install Drivers section

Any additional information you'd like to include. (use-cases, etc) Relates to #551 This is used by any containers/applications that run on Trn/Inf instances

Is there an existing issue filed with the Neuron team at all on getting this packaged for Linux distros?

OCI Hook is not required today but the compiler is
