[Feature Request] - AL kernel networking performance: big tcp, tcx, netkit

Feature / kernel backport request for AL2023, see below. Ubuntu 24.04 LTS has the below, but it would be awesome if we could utilise this for our Cilium user base on AL.

Describe the solution you'd like

For Cilium we'd like to make use of BIG TCP, tcx and netkit driver as veth replacement.

For ena driver we've opened BIG TCP support ticket, the tcx and netkit are both hardware independent:
