Inventory Lock remains locked after docker stops #12

If I shut off the container, the queue remains locked. I'm manually deleting it at the moment, but we should find a way to unlock at startup.

This includes both inventory.lock and every *.partition.lock

This item should be worked on first. This is critical to devex. This takes precedence over the portal's serverless release.
