The main reason for this PR is actually to increase major version which was not done on the previous PR.
I want thus to delete the tag 3.1.0 which should have been a major increase.
The only "small" change I could find (and useful) was to test the library for python 3.7, 3.8 and 3.9, knowing that 3.7 is used by TLAU.
