Implement level meters #17

The two plugins meter4 and meter8 are in the repo but not yet in the distro. The source code seems incomplete, in particular the function drawMultichannelLevelMeterInterface in atkGraphicsLibrary.jsfx-inc.

These plugins are no longer needed, as their original use is fully covered by the WigWare Multi-chanel Peak VU Meter JSFX plugin that now comes bundled with Reaper.
