Binaural decoding: Add support for higher sampling rates #18

Currently, the measured binaural decoders are available only at SR = 44.1kHz. This reflects the SR of the original HRTF measurements. (CIPIC, Listen)

Ideally, binaural decoders should be made available in all supported SRs.

NOTE: This issue is not really a atk-reaper issue, but rather an issue with atk-kernels. It is also tracked as https://github.com/ambisonictoolkit/atk-kernels/issues/1. When that issue is closed, this one can be closed as well. Please do not att comments to this issue, rather comment the atk-kernels issue at https://github.com/ambisonictoolkit/atk-kernels/issues/1.

For the time being, if you need to work at higher sample rates, please use the Spherical Head model HRTFs (the first 9 in the popup menu of the plugin). These are available in all supported SRs: 44.1, 48, 88.2, 96 and 192 kHz.
