Atlas retire check available gas #37

When an Atlas node operator retires it quite often happens there is unsufficient GAS fee which causes the bundle sheltering to keep flooding the network with shelter transactions that never complete. Could there be some validation added to the retire process to ensure there is enough funds for the number of bundles sheltered to be distributed?

If possible maybe also add this to the check.sh script so that it raises 'Insufficient AMB balance for the node to operate'.
