Update Tracker ticket fields to reflect Jira #28

The initial ticket fields appear to be placeholders based on an assumed work-flow for the process when Nimbus was involved. Now that we're moving to Jira as the system of record we need to align our current ticket fields with what we expect from the existing Jira workflow.
