Create test deployment on GCP #38

It would be good to test deployment with proper environment variables (all accept NIH SSO) on GCP (or Azure) to be able to test before going to staged. This may obsoleted by getting access to stage in the NIH ARO.

This has become obsolete. There is very little value in creating a test deployment in an environment dissimilar to what we will use for actual deployment. When we have a better understanding of our deployment strategy we can open a new ticket for test deployment.
