Get ARO access for deployment to staging

We should be able to deploy to staging and test the deployment without needing NHLBI/NIH to help us. Here is some information from Jason Wang on what we need to do for this:

For your team members to access NHLBI ARO cluster (for deploying app in lower tiers), please provide the list of users’s NIH login ids, I need to create a ServiceNow ticket to:

Grant access to NHLBI Azure Portal Grant access to ARO nonprod cluster Grant Access to BDC DST application namespace in ARO

This has now become obsolete we will be using a different deployment strategy and will need to create a new ticket when that method becomes clear.
