Inconsistent behavior on "Save Config File" when config_path=NULL #290

In run_config, when the config_path is NULL, and no metadata variables have been selected, the "Save Config File" button pops up an empty html file for download. Run_config does give errors in the UI, but the download link should be hidden or grayed out until conditions are met.
