Unify toc section in blog.html layout

Is your feature request related to a problem? Please describe. It's needed to unify every Table of content on every blog post inside the blog.html layout

Describe the solution you'd like Take the last blog post with the correct toc configuration. Try to implement the same config on this post. If the results are ok, execute the same solution on the rest of the blog posts.

Through post.html layout it doesn't work.

Maybe by blog post draft creation with jekyll compose.
