Get APB settings #12

The API allows the FCLK to be read, from which it is possible to identify the P-state, but it is not possible to get the APB settings. Thus, we do not know whether the configuration is APBEnable or APBDisable+constant P-state.

If changing the APB settings, we cannot reset to the default (previous) configuration.
