What steps will reproduce the problem?

The mklink included in win7 is a version of the tool created by Christoph H. Hochstätter (Christoph@Hochttp://code.google.com/p/symlinker/issues/entryhstaetter.org) the tool is freeware you could include the win xp version in the installer
