style: upgrade prettier to 3.3.2 #446

storybook was forcing package-lock to use this version anyway (via prettier-fallback?), and it defaults to a nicer ternary and adds trailing commas, which I prefer.

includes adding .all-contributorsrc to prettierignore because that started to get picked up.
