user ratings not possible via Play Store #140

Users are not able to review/rate apps in the Play Store. For this the Google 
Play Services are needed, that are not available for Google TV.

Please make the Play Services compatible with Google TV, so users can review 
apps.

Just want to add some additional information here:

The problem appears on a german Sony NSZ-GS7 with Play Store 3.10.10.
When trying to rate/review an app in the Play Store, it asks to install the 
Play Services, that are not available for GTV.

Though on a Logitech Revue (made for the us) i'm able to rate apps using the 
same Play Store version.
