repo sync with --manifest-name won't fetch new projects

Affected Version: 1.12.2
Environment: Ubuntu 12.04.1 LTS

What steps will reproduce the problem?
1. copy a manifest file to a temp file tmp-manifest.xml
2. add a new project to the manifest
3. repo sync -m tmp-manifest.xml

What is the expected output? What do you see instead?
I expect the new project to be in my working directory.
Instead I see the tree for the project under .repo/projects, but the 
project.list isn't updated, and the project files are not in my working 
directory.

Please provide any additional information below.
This may affect --smart-sync as well, but I'm not sure how to test that.
